    The imam said that women who have their period can read the quran and touch it, but can neither pray nor fast,
    since fasting must go together with prayer, i will look for the exact statement and translate it for you.

    و الحمدلله على سلامتك و عودتك فقد افتقدناك طويلا

    حسب فهمي اخينا لا يسئل عن حكم صيام الحائض و قد بين الامام انها تقضي هذه الايام بعد شهر الصيام
    لكن يبدو اخينا يسئل عن من يصوم شهر رمضان ولكنه لم يصلي

    There is no prayer duty for the menstruating and those who just gave birth for the absence of one basic reason .for purity which is the impurity of menstruation blood.

    And fasting is postponed because of waving the prayer (duty)..


    In the name of Allah the All Merciful, the Most Merciful, forgiveness and peace be upon all prophets and messengers from the first one to the seal of them Mohammad messenger of Allah, and upon their families and those who followed them with righteousness in every
    time and place till the day they are resurrected.

    I surely do not find in the Book of Allah that the menstruating does prayer, for she is not purified from blood. And purification is one of the bases for ablution. For this her obligatory prayers are dropped, also the voluntary prayers, as well is the one who gave birth. However Allah commanded them to mention Allah numerously so the tongue of the menstruating and the one just gave birth stay moist with Allah's remembrance during the menstruation. Indeed Allah did not prevent the menstruating and who just gave birth from His remembrance during the days of menstruation; in fact a frequent mentioning of Allah.

    For example Mary forgiveness and peace be upon her, surely on the day when she gave birth she was speechless with people and exchanged that with glorification to her Lord, so her tongue stayed moist with the mentioning of Allah.

    Also she can read the Quran but the prayers are lifted for the reason she can not be purified from the impurity of blood, and purification is one of the bases for ablution. Therefor Allah did not command her to fast for the fact that her body needs nutrition due to the loss of the menstruation blood, as well there no fasting when no prayers, except she makes up fasting but not the prayers, because the prayers are not required to be redone on other days like fasting. And if Allah permitted the days of prayers to be made up on other days, then the Mosques would be vacant from worshipers and people would have easiness over their prayers, then the individual would be inclined to promise his lord of making up his prayers until death overtake him.

    Anyway we are here affirming the validity of the fatwa of the scholars that there is no prayers and fasting for the the menstruating and the one who just gave birth and that she can make up fasting but not prayers.

    And I do not find that a violation to the decisive-law of Allah's Book, for the fact the blood is of the impurities and they can not be purified due to the absence of one basic of the essential bases of ablution which is purification. Therefore, for them, it was lifted the obligatory prayers in exchange of the numerous mentioning of Allah during the days of menstruation as much as they can as did Mary forgiveness and peace be upon her when she gave birth of the messenger of Allah (Essa) Jesus son of Mary forgiveness and peace be upon them:
    {Surely I have vowed a fast to the All Merciful, so I will not speak to any man today.}26 Mariam Allah the Great is Most truthful

    And we device from this that never abandon the mentioning of Allah and reading the Quran during the menstruation period and birth (time).


    And peace be upon the messengers, and praise be to Allah Lord of the worlds.

    ترفع الصلاة عن الحائض والنفساء بسبب فقدان ركن الطهارة من نجاسة دم الحيض
    ويؤجل الصيام بسبب رفع الصلاة ..

    بسم الله الرحمن الرحيم، والصلاة والسلام على كافة أنبياء الله ورسله من أوّلهم إلى خاتمهم محمد رسول الله وآلهم ومن تبعهم بإحسانٍ في كلّ زمانٍ ومكانٍ إلى يوم يبعثون، أمّا بعد..

    فلا أجد في كتاب الله أنّ الحائض تُقيم الصلاة، لكونها ليست طاهرةً من الدم، والطهارة من أركان الوضوء ولذلك تسقط عنها الصلاة المفروضة وصلاة النافلة، وكذلك النفساء، ولكن الله أمرهنّ أن يذكرن الله كثيراً فيظلّ لسان الحائض والنفساء رطباً بذكر الله، فلم يمنع الله الحائض والنفساء من ذكره أيام الحيض؛ بل يذكرن الله كثيراً.

    وعلى سبيل المثال مريم عليها الصلاة والسلام، فيوم كانت نفساء صامتةً عن الكلام مع الناس واستبدلته بالتسبيح لربِّها فيظلّ لسانها رطباً بذكر الله، وكذلك يقرأنَ القرآن، وإنّما رُفعت عنها الصلاة بسبب أنّها لا تستطيع الطهارة من دم النجاسة والطهارة ركنٌ من أركان الوضوء، ولم يأمرها الله بالصيام لكون جسمها يحتاج إلى تغذية بسبب فقدان دم الحيض، وكذلك لا صيام بدون صلاة غير أنّها تقضي الصيام ولا تقضي الصلاة
    لكون الصلاة ليس لها قضاء في أيامٍ أُخَر كمثل الصيام، ولو أذِن الله بقضاء صلاة أيّامٍ في أيامٍ أُخر لخلت بيوت الله من المُصلّين وتهاون الناس عن صلاتهم ويمكث المرء يعد ربه بقضاء الصلوات حتى يدركه الموت.

    وعلى كل حال فنحن نؤكد صحة فتوى العلماء في أنّه لا صلاة على الحائض والنفساء ولا صيام وأنّها تقضي الصيام ولا تقضي الصلاة. ولا أجد في ذلك مخالفةً لمحكم كتاب الله لكون الدم من النجاسات ولن يستطعن الطّهارة وفقدن ركناً من أركان الوضوء الأساسية وهي الطهارة، ولذلك رفع عنهنَّ فرض الصلاة واستبدل لهنَّ الله أن يذكرن الله كثيراً في أيام الحيض ما استطعنَ كذِكر مريم عليها الصلاة والسلام حين كانت نفساء برسول الله المسيح عيسى ابن مريم عليهم الصلاة والسلام: {إِنِّي نَذَرْتُ لِلرَّحْمَـٰنِ صَوْمًا فَلَنْ أُكَلِّمَ الْيَوْمَ إِنسِيًّا ﴿٢٦﴾} صدق الله العظيم [مريم].

    ونستنبط من ذلك عدم هجر ذكر الله وتلاوة القرآن في أيام الحيض والنفاس.

    وسلامٌ على المرسلين، والحمد لله ربّ العالمين..

    Thank you for your efforts, brother...useful information. Will help people to be more righteous so as they will be pushed to start salat to fast in Ramadan to please Allah.

    That the person who does not pray is it acceptable to fast without starting his daily prayers? If someone neglect his prayers he can not make it up and he should pray two Rukaat asking Allah forgiveness and to keep his duty to Allah by doing his five daily prayers, Allah the most forgiving merciful will forgive his sin and accept his sincere repentance, and to do his fasting with his obligatory daily prayers. I thank our brothers for bringing the explanatory-statement but it is permissible for the menstruating women to not fast or pray while she can make up the fasting days on other days after Ramadan but she does not have to make up her prayers.
    Now the second part of your question that if he is doing it for Allah's sake to please Him, does He accept it? Yes, because our worship should be absolute for Allah and no partner for Him, and our Imam taught us to worship His Radwan which means our purpose of worship is to please Allah glory be to Him. We learned from our Honorable Imam Nasser Mohammad Al-Yemeni that those who do not do their prayers carry the burden of their sin until they repent and it we should perform it even in sickness until death Allah will accept it even if one can not move except his eyelashes due to his chronic illness.
